چکیده

As more states begin to adopt teacher evaluation systems based on value-added measures, legal challenges have been filed both seeing to limit the use of value-added measures (Cook v. Stewart) and others seeking to require more robust evaluation systems (Vergara v. California). This study reviews existing teacher evaluation systems and examines validity evidence supporting the use value-added scores as part of the teacher evaluation. We discuss key aspects of ongoing teacher evaluation lawsuits in California and Florida and assess issues for evaluating the legality of teacher evaluation systems.

Value-added Modeling and the Power of Magical Thinking

This article explains the impetus in the United States behind the drive to extend test-based accountability to teachers and the growing interest in employing valueadded models to generate the indicators to be used in teacher evaluation. The empirical literature finds that teaching quality is the most important school-related determinant of student. Yet, in the main, teacher evaluations are done...

Would Accountability Based on Teacher Value-added Be Smart Policy? an Examination of the Statistical Properties and Policy Alternatives

Abstract: With annual standardized student testing, it now may be feasible to measure the contributions to student achievement made by individual teachers. But will these “teacher valueadded” measures help to improve student achievement and learning? I address this question through a “policy validity” framework” that includes three factors: (a) statistical validity, i.e., how well teacher value...

An Evaluation of Empirical Bayes’ Estimation of Value- Added Teacher Performance Measures

Empirical Bayes' (EB) estimation is a widely used procedure to calculate teacher value-added. It is primarily viewed as a way to make imprecise estimates more reliable. In this paper we review the theory of EB estimation and use simulated data to study its ability to properly rank teachers. We compare the performance of EB estimators with that of other widely used value-added estimators under d...

Evaluation of Optimal Fuzzy Membership Function for Wind Speed Forecasting

In this paper, a new approach is proposed in order to select an optimal membership function for inputs of wind speed prediction system. Then using a fuzzy method and the stochastic characteristics of wind speed in the previous year, the wind speed modeling is performed and the wind speed for the future year will be predicted. In this proposed method, the average and the standard deviation of in...

Should Value-Added Models Control for Student Absences?

Should Value-Added Models Control for Student Absences?* Whether or not value-added models should control for contemporaneous student absences is theoretically ambiguous, as such absences are only partly outside of teachers’ control. Teachers often feel strongly that value-added models should account for student attendance, and many districts’ value-added models condition on lagged student abse...
